Ship arrived late due to weather. Tour company were outside awaiting all passengers. Because of the delay arrival, it cut our stay in Berlin about an 1.5hrs shorter and because the cruise port was 3-4hrs from Berlin, the tour guide allowed us to remain with the group. Yes, it took 4hrs each way, because of road blocks and construction. I think Warnemunde port to Berlin is just too far. Maybe Hamburg is another option?

We REALLY wanted to see Berlin on our Baltic Sea cruise. After all, the ships that stop in Warnemunde call the port Berlin. However, the bus ride took far longer than the 3 hours advertised (obviously the tour company can't control traffic conditions). All in all, we spent more time on the bus than we did in the city of Berlin.
I rated this tour a 3/5 since they delivered exactly what was promised...it just isn't really worth the aggravation. I know, I know...it's very first-world to be annoyed about the traffic on a whirlwind European vacation, but it was definitely the low point in an otherwise fabulous trip.
Instead of trying to see Berlin in 25 minutes, hang out in the port town and enjoy the local culture and cuisine...and revel in NOT being on a bus for 7.5+ hours. :)
